Australian Parent Visa Balance of Family Test: How Are Children Counted?

The test does not simply count Australian-citizen children. Start with all counted children of the parent and their partner, then assess eligibility and country of residence.

Which Parent visas use the test?

The test applies to several permanent Parent and Aged Parent subclasses, including 103, 143, 173, 804, 864 and 884. It does not apply to the temporary subclass 870 Sponsored Parent visa.

Which children are counted?

The calculation generally includes children of the applicant and their partner, including stepchildren and adopted children. The family should map every relevant child, usual country of residence and status rather than listing only the child sponsoring the visa.

How do the two tests differ?

  • Half test: eligible children make up at least half of all counted children.
  • Single-country comparison: eligible children in Australia outnumber children living in every other individual country.
  • The second method compares Australia with each single country; it does not combine all overseas children into one group.

Can compelling family circumstances waive the test?

Home Affairs states that the test cannot be waived, even in compelling or exceptional circumstances. Families should therefore confirm the calculation before committing to a long queue and substantial costs.
