VIC · EOI plus Registration of Interest
Victoria requires both a federal SkillSelect EOI and a separate Victorian ROI. Eligibility opens the door; competitive ranking across the ROI pool determines who is invited.
The 2025–26 program closed to new ROIs on 28 April 2026. Victoria continues to consider already-submitted ROIs for the remaining places from that program year.
Victoria has not yet published the 2026–27 allocation or complete settings. The current requirements below are useful for preparation but must be checked again when the new program opens.

Onshore applicants must generally live in Victoria; interstate applicants are not selected, subject to limited border-community exceptions. Offshore applicants may apply. There is no Victorian employment, minimum experience or minimum hours requirement for 190.
Official 190 criteria →Onshore applicants must live in regional Victoria and work in a skilled role for an employer physically located there. Offshore applicants may apply without employment, but must commit to relocate to and remain in regional Victoria.
Official 491 criteria →Registration of Interest
A separate ROI cannot be held for each visa subclass or occupation. An ROI cannot be edited after submission. If the earnings, subclass, partner points or EOI number changes, withdraw it and submit a new ROI; Victoria says this does not harm ranking.
Hospitality and tourism is additionally prioritised for subclass 491. Other eligible occupations remain capable of consideration.
Priority is not exclusive eligibility. Applicants with another visa-eligible occupation and a valid full skills assessment may still submit an ROI when the program is open.
Annual earnings are only one ranking factor and Victoria publishes no minimum earnings requirement. Overstated earnings can lead to refusal.

Confirm the federal visa requirements, valid skills assessment, English, points, residence and the different Victorian rules for the selected subclass.
The EOI must accurately show the visa subclass, points, employment, partner and residence details used for Victorian selection.
Use the EOI number in the Live in Melbourne portal. Only one active ROI is allowed; documents are not uploaded at this stage.
Victoria holds invitation rounds without fixed dates and ranks eligible ROIs across several factors and priority industries.
Upload evidence for every EOI and ROI claim. An expired invitation is not reissued; a new ROI is needed for future consideration.
After Victorian approval, lodge the Home Affairs visa application within 60 days. Nomination and visa grant remain separate decisions.

English test results should have at least 12 weeks' validity remaining at nomination application. Skills assessments, English results and every EOI/ROI claim must remain valid and consistent; changing the SkillSelect EOI after invitation is a published refusal risk.
