Tasmania's 23 October invitations: lowest ROI scores of 317 for 190 and 76 for 491
The confirmed round includes 38 subclass 190 invitations and lowest ROI scores of 317/76. The official 491 total of 32 conflicts with 2 Gold plus 31 further invitations.
Migration Tasmania has published the ROI invitation results for 23 October 2026. Rescheduled from Thursday because of Hobart Show Day, the round has now actually taken place. It includes 38 subclass 190 invitations, with a lowest invited ROI priority score of 317. The lowest score for 491 was 76. These results, assessment reference scores and available nomination places describe different stages and should be read separately.
1. The published 190 and 491 results
| Measure | 190 | 491 |
|---|---|---|
| Invitations in this round | 38 | Disputed: published total 32; components sum to 33 |
| Published composition | 7 Gold + 31 Green | 2 Gold + 31 further invitations |
| Lowest invited ROI priority score | 317 | 76 |
| Submitted ROIs after the round | 850 | 616 |
| Nomination places available | 902 | 670 |
| Nomination applications lodged but undecided | 100 | 76 |
| Invitations issued but applications not lodged | 72 | 72 |
The 190 components reconcile: 7 Gold and 31 Green invitations total 38. For 491, the government uses 'further invitations'; these should not all be relabelled Green or assigned to an inferred pathway. No occupation, pathway or onshore/offshore breakdown was published for the round.
2. Invitation scores are lower than on 15 October
| Measure | 15 October | 23 October | Change |
|---|---|---|---|
| 190 lowest invited ROI score | 319 | 317 | Down 2 |
| 491 lowest invited ROI score | 88 | 76 | Down 12 |
| 190 invitations | 45 | 38 | Down 7 |
| 491 invitations | 32 | Disputed | No count comparison |
These are Tasmania ROI priority scores, not federal SkillSelect EOI points. A lower observed score does not establish that a particular occupation or pathway has become easier: the composition is unpublished. Nor does it guarantee an invitation in a later round. Previous recorded rounds remain available in the Tasmania invitation history.
3. Round scores of 317/76 differ from assessment references of 416/81
The same page lists nomination assessment reference scores of 416 for 190 and 81 for 491, described as a rolling three-month average of the lowest invited score. These are not the lowest scores invited on 23 October and cannot replace that measure or the required verification of priority claims.
Tasmania checks claimed priority attributes during nomination assessment. Unverified claims that reduce the adjusted score below the applicable assessment threshold can result in refusal, as can deliberately inflated claims. Gold applicants who do not meet their claimed Gold attribute can be declined regardless of total score. Invitation recipients should check employment, study and residence evidence against every relevant claim.
4. Available places are not the next round's invitation plan
Available nomination places were 902 for 190 and 670 for 491. Submitted ROIs after the round numbered 850 and 616. Separately, lodged but undecided nomination applications numbered 100/76, and issued invitations without a lodged application numbered 72/72. These quantities measure different stages, not a single queue to subtract from an allocation or a basis for calculating an individual's invitation probability.
The oldest lodged nomination application not yet allocated to an officer was dated 28 September 2026. This describes allocation progress, not a service commitment or proof that every earlier application has been approved. An ROI is not a visa application and does not itself provide a bridging visa; lawful-stay planning should remain separate from nomination expectations.
Frequently asked questions
Were 32 or 33 subclass 491 invitations issued?
The official page is internally inconsistent, so a verified total cannot yet be given. The news article, state overview and Tasmania history retain the published total of 32 and the components of 2 Gold plus 31 further invitations with a clear warning. An official correction should be noted against this round, not recorded as another round.
Does an EOI score of 76 meet this round's 491 score?
That comparison is not valid. The published 76 is a Tasmania ROI priority score, not federal EOI points. Pathway conditions, individual eligibility and evidence for priority attributes require separate review.
Does an ROI invitation mean nomination or permanent residence is approved?
No. It permits a nomination application. State nomination and the subsequent Home Affairs visa decision remain separate assessments.
